Can foil balloons be released outdoors?

If a rogue balloon gets tangled in a power line, you should call your local power company to notify them. Do not try to remove them yourself. What is the proper way to dispose of foil balloons? 

You can do this by cutting through them to release the air or helium, then place the remnants in a trash can.
